MASSACHUSETTS CONFERENCE OF THE UNITED CHURCH OF CHRIST

BYLAWS

Article I PURPOSE AND DEFINITIONS

1. The purpose of the Massachusetts Conference of the United Church of Christ as stated in its charter (1799) is "diffusing the icnowiedge of the Gospel of Jesus Christ ... and in concert with other ecclesiastical bodies for the general increase of Christian union and spiritual efficiency and the advancement of Christ's Kingdom on earth."

2. The local church is the basic unit of the life and organization of the United Church of Christ. It is autonomous and has the power of self-determination in all matters.

3. An Association is composed of all local churches in a geographical section of the Conference, of all ordained ministers holding standing therein, of all commissioned ministers of that Association, and of those licensed ministers who have been granted voting membership in that Association.

An Association may include Congregational Christian churches which are not part of the United Church of Christ, yet are in voluntary fellowship with and are recognized by the Association.

4. The name of this corporation is the Massachusetts Conference of the United Church of Christ, herein referred to as the "Conference." The Conference is that body of the United Church of Christ which is composed of all local churches in a geographical area, all ordained ministers holding standing in its Associations, all commissioned ministers in its Associations, and those licensed ministers who have been granted voting membership in its Associations.

It joins with other Conferences and agencies of the United Church of Christ for the advancement of God's work in this world.

5. An Area is established by the Board of Directors and is composed of an Association or Associations informally grouped togetiier for the convenience of the Conference.

Article II DENOMINATIONAL BASIS

Following Congregational principles, this Conference shall under no circumstances exercise authority over churches or individuals or interfere with the government or discipline of the churches. It shall advise and counsel the churches when requested but it is recognized that each church has the power of self-determination in all matters.

Article III DOCTRINAL BASIS

This Conference declares its steadfast allegiance to the faith which our forebears confessed, which, from age to age, has found its expression in the historic creeds of the Church Universal and of this Communion.

Article IV CONFERENCE MEETINGS

I. Conference Meeting Membership

A. When this Conference meets, its voting membership shall consist of the following:

* delegates from each local church, for a term of one year. The number of delegates from each church is determined by the number of its members as of the preceding December 31.

Churches with a membership of 300 or less shall have two delegates; 301- to 600-member churches shall have three delegates; 601- to 900-member churches shall have four delegates; 901- to 1200-member churches shall have five delegates; 1201- to 1500- member churches shall have six delegates; 1501- to 1800-member churches shall have seven delegates;

* officers of the Conference;

* members of the Board of Directors;

* members of Conference Committees and Commissions mentioned in the bylaws;

* persons who are ordained and hold standing in an Association of this Conference;

* persons who are commissioned and licensed ministers who have been granted voting

membership in an Association of this Conference.

B. Associate members with the privilege of speaicing but without vote shall consist of the following:

* the Moderator of each Association;

* Associate Conference Ministers;

* the President of the Massachusetts Women's Fellowship;

* presidents of mission and aid societies related to the Conference.

C. Honorary members with the privilege of speaking but without vote shall consist of the following:

* delegates from corresponding bodies;

* persons appointed to speak before the Conference;

* persons made honorary members by vote of the Conference.

2. Annual Meeting

The Annual Meeting of the Conference shall be held between April 1 and June 30, as the Board of Directors shall decide. The business to be conducted at the Annual Meeting shall include the election of officers, other members of the Board of Directors and Committees, Commission members and Delegates and Alternates to the General Synod; the presentation of reports; the determination of the annual rate of Fellowship Dues and the proportion to be retained from Our Church's Wider Mission giving of the churches; the adoption of a budget for the next fiscal year; and the transaction of any other business that may properly come before the meeting. Notice of the time, place, and general business of the meeting, including the budget and Treasurer's report, shall be mailed not later than one month prior to the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other members of the Conference.

3. Special Meetings

Special meetings of the Conference may be called by the Board of Directors. Special meetings of the Conference shall be called by the Board upon written request, specifying the purpose of the meeting, from no fewer than one-hundred (100) persons who are voting members of the Conference, as defined, and who shall represent at least fifty (50) churches from the five Areas of the Conference. The meeting so requested shall be held within two months of the receipt of the completed petition unless an already scheduled meeting will be held within four months.

No action shall be taken at any special meeting on business not specified in the notice for such meeting. Written notice of the time, place, and purpose of the meeting shall be mailed at least three weeks before the meeting to each church, in sufficient quantity for its voting members, and also mailed to all other voting members.

4. Quorum

The quorum shall consist of two-hundred (200) members, providing that each Association is represented by at least two churches.

5. Voting Procedures

Each Conference member present in person shall be entitled to one vote. Uncontested elections may be by voice vote or other means; contested elections shall be by ballot; a plurality of votes shall elect.

6. Annual Meeting Committees

A. The Nominating Committee

(1) Composition - There shall be a nominating committee of the Conference consisting of eighteen (18) members. The membership of the committee shall be representative of the Conference with not less than one-half being lay persons.

(2) Method of Election; Terrn; Vacancies ~ The Board of Directors shall present to the Conference at its Annual Meeting nominations for membership to the Nominating Committee. Members of the Nominating Committee shall serve three-year terms, with six members elected by the Conference at each Annual Meeting. Past members of the Nominating Committee shall not be eligible for re-election to the Nominating Committee for a period of one year following their completion of a term. Vacancies in the Nominating Committee shall be filled by the Board of Directors until the next Annual Meeting of the Conference.

(3) Selection and Term of Chair - The chair shall be appointed by the President from among the committee members for a term of one year.

(4) Quorum - a majority of the members of the committee must be present in person to constitute a quorum for the transaction of business.

(5) Responsibilities - Tiie committee shall present to the Conference at its Annual Meeting a single slate of nominees for Moderator and Vice-Moderator, members-at-large of the Board of Directors, members of the Annual Meeting Planning Committee and Commissions and General Synod Delegates and Alternates, and shall include nominees to fill vacancies occurring in any of these positions.

Nominees for positions on the Board of Directors, the Commissions, the Annual Meeting Planning Committee, and Delegates and Alternates to General Synod shall be from all Areas of the Conference and of different ages and races. Each group shall be at least 40% of each gender, and at least 50% shall be laypersons.

Nominations may be made from the floor at the Annual Meeting, provided the eligibility of the individuals so nominated has been established and is in accordance with these bylaws, and the written consent of such individuals has been secured and submitted to the Nominating Committee at the meeting.

Associations are encouraged to make suggestions of nominees for ail positions but most specifically for delegates and alternates for General Synod, who must meet the criteria in the Bylaws of the United Church of Christ.

B. The Annual Meeting Planning Committee

The Annual Meeting Planning Committee shall consist of the Moderator, the Vice Moderator, and fifteen (15) elected members, five of whom shall be elected each year for a term of three years. This committee shall plan the program for each meeting of the Conference.

C. The Business Committee

The Business Committee shall consist of members appointed by the Moderator from the membership of the Board of Directors and of the Annual Meeting Planning Committee. This committee shall prepare the agenda for business sessions, recommend changes during meetings, and in general expedite the business of Conference meetings. The Vice Moderator shall serve as the chair of the committee.

D. The Credentials Committee

At least one week before the opening of a Conference meeting, the Secretary shall appoint members of the Credentials Committee. The Secretary shall serve as chair. The committee shall be responsible for the resolution of issues relating to the eligibility of members of the Conference meetings. Decisions of this committee shall be final and binding for the meeting for which it was formed.

Article V OFFICERS

1. Number and Title

The officers of the Conference shall be the Minister and President, Secretary, Treasurer, Moderator, Vice-Moderator, and such other officers as the Conference may elect.

2. Election, Terms, Vacancies

The officers shall be elected by members of the Conference for a term of one year or until their successors are elected. A vacancy among the officers, other than that of Minister and President, shall be filled by the Board of Directors until the next Annual Meeting or until a successor is elected. No officer, with the exception of the Minister and President, shall serve more than six terms.

In the case of a vacancy in the office of Minister and President, the Board of Directors shall appoint a search committee to nominate a candidate for election at the Annual Meeting. The Board shall appoint an interim Minister and President to serve until a candidate is elected by the Conference. While the interim Minister and President is being selected, the Board will make arrangements for carrying out the duties of this office.

3. Removal

An elected officer may be removed by an affirmative vote of two-thirds of the total membership of the Board of Directors.

4. Duties

The duties of the officers shall be as follows:

A. The Minister and President shall be the chief corporate and executive officer of the Conference and shall, subject to the direction of the Conference and the Board of Directors, have general charge of its mission and activities. The Minister and President shall be an ex-officio member of the Annual Meeting Planning, Business, and Credentials Committees of the Conference. The Minister and President shall be the representative of the Conference among all the churches and in denominational and ecumenical bodies. The Minister and President shall direct the staff and employ and release all non-appointed employees in accordance with procedures adopted by the Board of Directors.

B. The Secretary shall be chair of the Credentials Committee and shall carry other duties as are usual to this office and shall exercise such other powers and perform such other duties as may be assigned by the Minister and President or the Board of Directors.

C. The Treasurer shall be responsible for seeing that all monies of the Conference are received, held in custody and disbursed as authorized; that accurate accounts of monies received and paid out are kept; and that financial statements and reports are prepared and issued. The Treasurer shall exercise the powers and perform such other duties usually incident to the office of treasurer and shall exercise such other powers and perform such other duties as may be assigned by the Minister and President or Board of Directors. Any Assistant shall perform such duties as may be assigned by the Treasurer or the Minister and President in the absence or incapacity of the Treasurer.

D. The Moderator or, in the absence of the Moderator, the Vice-Moderator, shall preside at all meetings of the Conference. In the absence of both a Moderator and a Vice-Moderator, a member of the Board of Directors shall call the meeting to order and conduct the election of a Moderator Pro Tempore.

Article VI BOARD OF DIRECTORS

1. Responsibilities

The corporate business and affairs of the Conference shall be under the direction of the Board of Directors. Except as may be otherwise provided in these Bylaws or the Articles of Incorporation, the Board shall have and may exercise all the powers of the Conference between meetings of the Conference, and actions taken shall be reported to the next Annual Meeting.

Relying on the help of God, die Board of Directors:

A. shall have general responsibility for the development and implementation of the Conference's policy, program, and budget;

B. shall appoint Associate Conference Ministers and approve the outline of their duties;

C. shall nominate the Minister and President, Secretary, and Treasurer;

D. shall nominate members of the Conference Nominating Committee;

E. shall fill vacancies in any office or committee of the Conference including vacancies in the membership of the Board until die next Annual Meeting of the Conference or until successors are elected;

F. may remove any director or officer of the Conference by a two-thirds affirmative vote of its total membership;

G. may remove any Associate Conference Minister upon the recommendation of the Minister and President.

2. Composition

The Board of Directors shall consist of the officers of the Conference and sixteen (16) members-at- large. The members-at-large shall be nominated so that each Association is represented by at least one director and no Area has fewer than three directors.

3. Election, Term and Vacancies

The members-at-large shall be elected by the Conference for a term of four years, and shall serve for no more than one term without a lapse of one year. The term of office of approximately one- fourth of the members-at-large shall expire at each annual meeting of the Conference. Regardless of the number of consecutive years any person shall have served as a member-at-large, such person shall be eligible to be a member of the Board when serving as an officer. The Board elects its own chair and vice-chair.

4. Meetings

Regular meetings of the Board shall be held at times and places as may be determined by the Board, except that the Board shall meet no fewer than five times each year. Notice of time, place and purposes of the meeting shall be mailed to each Board member not fewer than five days before the meeting.

Special meetings of the Board may be called by the chair. Special meetings of the Board must be called by the chair upon written request of a majority of the Board members. If the chair fails to call such a specially requested meeting, the secretary shall call the same. The purpose of such meetings shall be stated with the request, and no other business shall be transacted except that for which die meeting has been called. Notice of time, place, and purpose of the meeting shall be given by mail or telephone to each Board member not fewer than diree days before the meeting.

5. Quorum

A majority of the members of the Board shall be present in person to constitute a quorum.

6. Board Committees

A. Establishment

The Board of Directors may establish such long-term and short-term committees as it deems necessary.

B. Appointment and Terms of Chairs

The chair of Board Committees shall be appointed by the chair of the Board for a specified period of time or until the work of the committee has been completed.

C. Appointment and Term of Members

Committee members shall be appointed by the chair of the Board after consultation with the chair of the respective committee and subject to the approval of the Board of Directors, for a term of one year.

Article VII CONFERENCE PROGRAM COMMISSIONS

1. Composition

There shall be program commissions consisting of six to sixteen members each. The Minister and President shall assign staff to work with each corrmiission. The number, titles and sizes of the commissions shall be established from time to time at a Conference Meeting upon recommendation of the Board of Directors.

2. Election, term, and vacancies

Members of commissions shall be elected by the Conference for a term of three years with one third of the members' terms expiring each year. Members may serve no more than one ftill term without the lapse of one year between terms. Vacancies in commissions shall be filled by the Board of Directors until the next Annual Meeting of the Conference or until successors are elected.

3. Selection and term of chair

Each commission shall elect its chair from among its members. The term shall be one year with re- election possible.

4. Quorum

A majority of the members of the commission shall be present in person to constitute a quorum for the transaction of business.

5. Responsibilities

The program commissions are responsible for seeing that basic, broad strategies assigned by the Board of Directors are carried out within guidelines and budget adopted by the Board of Directors and the Annual Meeting.

Article VIII TERMS OF OFFICE AND ELIGIBILITY

All terms shall begin at the close of the Annual Meeting. One-half or more of an unexpired term shall constitute one ftill term for the purpose of determining eligibility to serve additional terms.

All officers and members of the Board of Directors, Conference Committees, and Commissions may serve only while a member of a church that has standing in an Association of the Conference. Any person elected to the Board of Directors or to any Committee or Commissions of the Conference who shall fail to attend three consecutive regular meetings without an explanation of absence shall be considered to have resigned. Whoever is nominated to the Board of Directors or to any Committee or Commission of the Conference on the basis of church membership in one of the five Areas of the state shall be considered to have resigned if, during the term of office, the person transfers his or her church membership out of that Area.

Article IX FINANCE

1. Budget

At each Annual Meeting, die Conference shall adopt a budget of estimated income and expenditures for the next fiscal year.

Changes to the proposed budget will be considered at an Annual Meeting only if a written proposal outlining the desired changes to the proposed budget and signed by at least five members of the Annual Meeting has been filed with the Treasurer at least two weeks prior to the date of the Annual Meeting. However, changes to the proposed budget may be considered at the Annual Meeting if two-thirds of the delegates present vote to consider such proposal.

2. Retention Rate and Fellowship Dues

The rate of Fellowship Dues and the portion to be retained from Our Church's Wider Mission for the next fiscal year shall be established by vote of the Annual Meeting approving the Conference's budget. The amount of the Fellowship Dues and the retention rate so established shall be for an entire year and shall not be changed until the next Annual Meeting of the Conference.

3. Fiscal Year

The calendar year shall be the fiscal year of the Conference.

4. Financial Report

A summary report of the financial operations of the Conference shall be printed in the Conference Yearbook.

5. Corporate Assets

The Board of Directors shall manage all of the business affairs of the Conference. However, corporate assets, whether restricted monies or title to real property and whether one transaction or a series of related transactions, involving more than an aggregate of $250,000 shall be disbursed or conveyed only by a vote of the Conference. This limitation shall not conflict with or limit the provisions of gifts, bequests, or other donations to the Conference. However, the Board of Directors may create and manage special funds to receive gifts for special purposes of the Conference.

6. Audits

A certified public accountant shall be retained by the Board of Directors to make an annual examination of the financial accounts of the corporation. A report of all examinations shall be submitted to the Board of Directors.

7. Indemnification

No officer, director, or staff member of the Conference shall be personally liable to the Conference or its members for monetary damages for breach of fiduciary duty as an officer, director, or staff member, provided, however, that this provision shall in no way be construed to eliminate or limit the liability of an officer, director, or staff member (A) for any breach of his or her duty of loyalty to the Conference or its members, (B) for acts or omissions not in good faith or involving intentional misconduct or a knowing violation of law, or (C) for any transaction from which the officer, director, or staff person derived an improper personal benefit.

8. Dissolution

In the event of the dissolution or final liquidation of the Conference, after all liabilities and obligations of the Conference have been paid, satisfied or discharged, or adequate provisions have been made therefor, all remaining property and assets of the Conference shall be distributed to such organization or organizations affiliated with the United Church of Christ as may be designated by the Executive Council of the United Church of Christ.

Article X MASSACHUSETTS WOMEN'S FELLOWSHIP

The Massachusetts Women's Fellowship, United Church of Christ, is an auxiliary organization of the Conference established to undergird the program of the Conference and its churches by (1) encouraging women to grow to full stature as mature Christians; (2) enlisting women in a closer fellowship of Christian love; and (3) encouraging the participation of women in the life and work of the whole church. The Fellowship shall organize itself and set its own rules, providing they are not in conflict with these Bylaws.

Article XI BOARD OF MINISTERIAL AID

The Board of Ministerial Aid shall be the agent of the Conference in the work of aiding needy ministers and their families and shall make an annual report to the Conference. On notice of a vacancy in the membership of the Board of Ministerial Aid, the Board of Directors shall nominate a person to fill the vacancy.

Article XII PARLIAMENTARY AUTHORITY

Robert's Rules of Order, in its most recent revision, shall be the parliamentary authority governing the meetings of the Conference, the Board of Directors and committees, subject to the laws of the Commonwealth, the articles of incorporation and these Bylaws.

Article XIII AMENDMENTS

These Bylaws may be amended by a vote of two-thirds of the members of the Conference present and voting at any meeting of the Conference provided that the proposed amendment shall have been included in the notice of the meeting, and provided the proposed amendment shall have been recommended by the Board of Directors or proposed at a previous Conference meeting.

of the

MASSACHUSETTS CONFERENCE OF THE UNITED CHURCH OF CHRIST

April 24-25, 1999

Worcester, Massachusetts

The 200"" Annual Meeting of the Massachusetts Conference of the United Church of Christ was called to order at 10:00 AM on Saturday, April 24, 1999, in the sanctuary of Wesley United Methodist Church in Worcester by the Rev. Ms. Elizabeth King, Moderator. The theme of the meeting was "Behold, I Am Doing a New Thing" and was a celebration of the bicentennial of the Massachusetts Conference. The Moderator welcomed the assembled delegates and offered an explanation of the work to be done by the Annual Meeting. She then introduced the Rev. Dr. Paul Adkins, Vice Moderator, who read the summons to the original 1799 meeting. The meeting then began with prayer and the singing of a hymn.

The Moderator announced the appointment of the Business Committee in accordance with the bylaws of the Conference: the Rev. Dr. Paul Adkins, Mr. Laurence Atkins, Mr. Zack Deal, Mr. Wayne Frigard, Mr. Ron Smith, Ms. Joan VanderVliet, and Ms. Alice Wilmot. She then introduced the Credentials Committee, consisting of Ms. Joan VanderVliet, Chair; the Rev. Ms. Judith Brain; and Mr. Dean Smith. Ms. VanderVliet reported for the committee that there were 478 lay delegates, 249 clergy, 30 ex officii, 14 commissioned and/or licensed ministers, 1 associate member, 82 visitors, 14 staff, and 13 others registered for a total of 881 registered for the meeting. As there were more than 200 delegates in attendance, the Moderator declared a quorum present. She then appointed the Rev. Mr. Richard Sparrow as Head Teller.

The Moderator introduced Mr. Richard Osterberg, Parliamentarian; Ms. Joanne Bickford, Recorder; Mr. Ron Smith, Timekeeper; and Ms. Marion Budand, interpreter for the hearing impaired.

Mr. Laurence Atkins, Co-Chair of the Annual Meeting Planning Committee, presented the proposed Standing Rules. It was moved, seconded and voted that "The 200* Annual Meeting adopts the Standing Rules as printed." In accordance with those Standing Rules, a deadline for amendments of 35 words or more was announced for 4:30 PM Friday afternoon.

Mr. Atkins then presented the Proposed Order of Time and Events. It was moved, seconded, and voted that "The 200"' Annual Meeting adopts the Proposed Order of Time and Events as printed."

The Moderator introduced the Rev. Mr. Bennie E. Whiten, Jr., Conference Minister and President. Mr. Whiten acknowledged the presence of the Rev. Mr. Robert Bachelder, the Rev. Dr. Benjamin Griffin, Mr. Donaldson Hill, the Rev. Ms. Diane Kessler, the Rev. Mr. Douglas Mitchell, the Rev. Dr. Robert F. R. Peters, and the Rev. Mr. Donald Wells as UCC leaders in related institutions and the wider church. He then presented his proposed list of honorary delegates to the meeting. It was moved, seconded, and voted that "The 200"" Annual Meeting designates the following persons as honorary delegates with voice, but not vote: The Rev. Dr. Paul Sherry, Mr. Michael Downs, Mr. Gordon Gilles, the Rev. Dr. David Hirano, Dr. Bernice Powell Jackson, Ms. Faith Johnson, the Rev. Mr. John Thomas, Mr. William Winslow, Pastor Ulises Munoz Maraga, Pastora Isabelle Ramirez, Bertilla Patricia Caldron Maraga, Pastor and Senora Gerard S. Valdivia, Ms. Elena Huegel, and Ms. Sallie Barton."

The Moderator called attention to the reports of the Secretary and the Treasurer which were printed in the delegates' materials. She then called upon Ms. Anne Hagopian, Co-Chair of the Conference Nomirating Committee, who reported on that committee's work and the slate of names being presented for election by the Annual Meeting. Ms. Hagopian also asked delegates to add the name of Mr. James Bower to those other names being proposed for election to the Commission on Communications. A total of 67 persons were nominated for election by the Annual Meeting.

The Moderator called upon Mr. Ronald Smith, who gave his report as Chair of the Board of Directors. Mr. Smith reported that the Board's year had been one of process and progress. He then acknowledged several people who had shaped his jjerceptions of the Board's year: Ms. Mary Alice Stahleker and her work as chair of the Strategic Planning Task Team; the Rev. Dr. John Williams and his advocacy work on the Clergy Compensation Guidelines; the Rev. Mr. George Anastos, who exhibited patience and graciousness in working to resolve the issues surrounding those guidelines; Ms. Martha Aney and her expertise in planning

the 200"' Anniversary Celebration; Ms. Joan VanderVliet and Mr. David Shumway, retiring this year as Secretary and Treasurer respectively, for their attention to detail and careful study; and the Rev. Mr. Bennie E. Whiten, Jr. who continually points out that God speaks to us daily, especially if we read the lectionary.

The Moderator then called upon Mr. Whiten to present his report on the state of the Conference. He began his address with reference to the fragedies in Littleton, Colorado, and in Kosovo and joined the assembly in a moment of silent prayers for the peoples of these two diverse locations. Mr. Whiten then referred to the work of the Annual Meeting and to his intention to retire in 2000. He spoke of the accomplishments of local churches of the Conference during the past year and remarked that the claims made upon members now are the same as those made 200 years ago, "to hear the gospel, to experience it, to be able to live in and live out its power of salvation." Mr. Whiten praised local churches and members for the work that had been done and noted that needs continue to occur. He spoke of strengthening the covenant among the churches and ministers of the Associations and Conference and of celebrating and strengthening our ecumenical ties and our partnership with the Pentecostal Church of Chile. He then offered a special word of thanks to Mr. David Shumway and Ms. Joan VanderVliet who retired after completing their sixth terms as Treasurer and Secretary, respectively. Mr. Whiten concluded his report by in&oducing the staff of the Conference. He then recognized those people who had been ordained to Christian ministry since the last Annual Meeting.

The Moderator introduced the Rev. Dr. Rochelle Stackhouse who gave the first of three presentations on New England hymnody throughout the history of the Massachusetts Conference. Dr. Stackhouse spoke of how often modern Christians underestimate the importance of hymns and music in forming our theology and how we understand and relate to God and each other. Our forebears did not underestimate that importance and put great emphasis on hymns and the beliefs expressed therein. The early Pilgrims sang only Psalms as that was the only music or poetry considered appropriate for worship. They sang without instruments and the Psalters contained only words. There were no choirs and the congregations were expected to know the tunes. A presenter lined out the Psalm and the congregation repeated back the lines. Isaac Watts began writing Psalm paraphrases in England. When the "Britishness" of the words became problematic in this country, revisions began to "Americanize" these Psalm paraphrases. Dr. Stackhouse's talk was punctuated by appropriate hymn singing by the assembly.

The Moderator called upon Ms. Mary Alice Stahleker, chair of the Strategic Planning Team. Ms. Stahleker and other members of the Team presented a brief skit outlining the work that they had been doing. That work included preparation of a mission statement, collection of data, and a demographic study. Ms. Stahleker reported that a final report was planned for presentation to the Board of Directors in October, 1999.

The 1999 Christian Educator of the Year award was presented to Ms. Colleen Stiriti of the Congregational Church of Needham by Ms. Kathryn Olmsted, a member of the Commission for Educational Ministries and chair of The Association of United Church Educators in Massachusetts and the Rev. Mr. William Fleming, Treasurer of the National Association of United Church Educators. Ms. Olmsted and Mr. Fleming also presented a Lifetime Achievement Award in Christian Education to Ms. Eleanor Hinsey of the Union Church in Waban.

The Vice Moderator gave announcements and recessed the meeting until 3:00 PM.

The afternoon plenary session began with worship with the Rev. Ms. Donna Schaper, Associate Conference Minister in the Western Area, preaching.

After Speakouts, the Moderator took a moment of personal privilege to thank the Wesley United Methodist Church for their hospitality to the Massachusetts Conference Annual Meeting. The Rev. Mr. George Abosamra, pastor of the church, responded with greetings and congratulations from the congregation and from Bishop Susan Hassinger, Bishop of the New England Conference of the United Methodist Church.

After some explanation from Mr. Atkins of the Annual Meeting Planning Committee, it was moved, seconded and voted that "The 200*^ Annual Meeting fixes the time to adjourn this Annual Meeting to May 22, 1999, immediately preceding the convening of the next regular meeting of the Board of Directors, currently scheduled for May 22, 1999.

The Moderator called on Ms. Hagopian, who presented the slate of nominees for officers; board, committee and commission members; and General Synod delegates. It was moved, seconded, and voted that

nominations be closed. The Moderator called for the election of the slate of candidates. There being no further nominations and no contested positions, the recorder was directed to cast one ballot for the slate as presented.

The Moderator called upon Mr. Zack Deal and Ms. Janet Woodman, members of the Board of Directors, for an explanation of the proposed Conference budget. Mr. Deal and Ms. Woodman were joined by Ms. Dawn Hammond, Business Manager for the Conference, and the Rev. Mr. David C. Williams, Interim Associate Conference Minister for Stewardship and Financial Development. Mr. Deal explained that the 2000 budget reflects a 5% increase in Our Church's Wider Mission Basic Support and reported that the strategic planning process will show that some churches need to be supported and that there are locations where new churches need to be established. Ms. Hammond offered a review of the fmancial resources of the Conference and Mr. Williams presented a perspective on the giving over the past three years which showed a growth in all areas of giving to the Conference, reflecting general feelings of optimism and stability in the local churches. Ms. Woodman gave an explanation of the proposed actions before the 200"' annual Meeting and the four sources of income available to the Conference. Mr. Deal finished the presentation with a summary of the fmancial goals for the Conference in 2000.

The Moderator called upon Dr. Stackhouse who made her second presentation of hymnody in New England. She spoke of Barlow and Dwight, who revised the hymns of Isaac Watts to try to make truly American songs. Both hymn writers also added some Psalms that Watts had left out of his collection and church music moved closer to true hymns rather than paraphrases of Psalms. Barlow and Dwight were instrumental in what has been termed the Second Great Awakening, occurring between 1795 and 1810. As an example of the music of the times, the assembly sang "I Love Thy Kingdom Lord" by Dwight, the oldest hymn written by an American that has been in continuous use. Dr. Stackhouse also spoke of Samuel Worcester from the Salem Tabernacle Church and William Billings. Billings, one of the foremost of American composers, taught people how to sing and opened a singing school. Thus, it was during this time that choirs began to appear and democratization of worship took place.

In celebration of the Conference's Mission Parmership, the Moderator introduced Pastor Ulises Munoz, President of the Iglesia Pentecostal de Chile and recently elected to the central board of the World Council of Churches, and Ms. Elena Huegel, missionary to Chile. Pastor Munoz presented greetings from Iglesia Pentecostal de Chile and expressed his joy at being present for this 200 * Anniversary Celebration. He spoke of the construction of a home for the elderly in Chile, made possible by a $100,000 grant from the Gift and The Promise campaign. That grant represented 50 % of the cost of the facility which will serve a population that is often forgotten in Chilean society.

After Pastor Munoz's remarks, the Moderator called upon Mr. Richard Harter and Ms. Eleanor Hubbard, Co-Chairs of The Gift and The Promise to report upon the status of the campaign. Mr. Harter and Ms. Hubbard announced that commitments had been received from 158 churches, representing $4.3 million towards the campaign and wraparound campaigns in excess of $20 million. They reported that the campaign was continuing through the coming year and would continue to challenge the 189 churches who have not committed themselves to the campaign and the churches who have not fiilfilled their commitments. Mr. Harter and Ms. Hubbard closed their remarks with thanks to all those who had taken a leadership role in The Gift and The Promise.

The Moderator called upon Mr. Wayne Frigard, member of the Board of Directors, who reported on the hearings on resolutions which had been held. Hearing managers detailed discussions that had been held at the individual hearings. It was noted that action on the resolutions and the proposed budget was scheduled for the Sunday morning plenary session.

After announcements, the Vice Moderator recessed the meeting until Sunday morning at 9:00 AM in the Ballroom of the Worcester Centrum Centre. A fellowship dinner was held for delegates and visitors on Saturday evening.

He suggested that denominations might move into new relationship by 2002 and that prop)Osals will be received by the local churches. Mr. Thomas closed with thanks to Massachusetts for the work of the Rev. Ms. Diane Kessler and the Rev. Dr. Thomas Dipko.

Dr. Stackhouse offered the third and final segment of her presentation on hymnody, covering the mid 19 * century and later. She noted that hymns of the mid 1800s contained a great deal of battle imagery and a great passion for God. Included in this era was "Lead On, O King Eternal" written by Shurleff for a graduation at Andover Seminary in 1887. At the turn of the century, the movement was to urban mission

and the hymns written during those times reflect that emphasis. Leaders of this movement included Washington Gladden, a Massachusetts native. The first Pilgrim Hymnal was published in 1904. It was the first truly modern hymnal and included both words and music together. It failed dramatically with regard to popularity because it included hymns of the urban mission and neglected the Psalms and the work of Watts. The first revision reinstated some of the Psalms and each revision since has added more.

Dr. Stackhouse noted that since the 1958 revision of the Pilgrim Hymnal more hymns have been written by women, by people of other denominations, and by Black writers and other minorities. Her challenge to the Massachusetts Conference was to sponsor a hymn writing contest for the new millenium and come to the next Annual Meeting with a whole group of new hymns. Dr. Stackhouse concluded her presentation by leading the assembly in "God Be With You Till We Meet Again."

The Vice Moderator called upon Mr. Edward Pomfret, Chair of the Commission on Leadership Development, who presented the 2000 compensation Guidelines for Called for Interim Clergy. After some questions of clarification, it was moved, seconded, and voted that

The Moderator called upon Ms. Denise Karuth who presented the 1999 Haystack Awards for the Commission for Mission Development and Social Responsibility. Recipients were The Boston Youth Organizing Project of the City Mission Society for Charitable Mission and Ms. Mary L. Potde, a member of Pilgrim Congregational Church in North Weymouth, for Social Justice.

Dr. Adkins, reporting for the Business Committee, announced that there was no more business to come before the Annual Meeting. Ms. VanderVliet, reporting for the Credentials Committee, announced the attendance as follows (furnished after the close of the Annual Meeting): 491 lay delegates, 246 clergy, 30, ex officii, 14 commissioned and/or licensed ministers, 84 visitors, 15 staff and 9 others for a total of 889 persons present at this Annual Meeting.

Mr. Whiten then honored the Rev. Ms. Rose Ann Olmstead, Mr. Ron Smith, Ms. Alice Wilmot and Ms. Janet Woodman as retiring members of the Board of Directors. He then introduced the newly elected members of the Board: Mr. Laurence Atkins, the Rev. Ms. Carole Baker, the Rev. Mr. Tyrell Hanley, the Rev. Mr. Kenneth Landall, Mr. William Nelson, the Rev. Ms. Wendy Vander Hart, and Mr. Earl Waterman. Mr. Whiten offered special thanks to Mr. David Shumway and Ms. Joan VanderVliet, retiring Treasurer and Secretary of the Conference. He also recognized Ms. King for her work as Moderator and introduced Dr. Adkins as the newly elected Moderator and Mr. George Taber as the newly elected Vice Moderator.

Mr. Atkins recognized and thanked the many people who helped with the 200"" Annual Meeting and the Bicentennial Celebration.

After announcements, a hymn and a litany, the 200* Annual Meeting of the Massachusetts Conference of the United Church of Christ was recessed at 1 1 :00 AM for the Bicentennial Celebration and Worship Service. Approximately 11,500 people attended the festivities, which included 15 special luncheons, an exhibit hall with 95 exhibitors, historical presentations, a parade of banners of local churches, a youth rally, a work camp, a Great Choir of 1200 voices, and Holy Communion.

Appendix A RESOLUTION ON A CALL FOR JUBILEE

Whereas, Following the destruction by Hurricane Mitch in Central America there was much public discussion of the inability of Honduras and Nicaragua in particular to pay for their own reconstruction due to the crushing payments they make each year on international loans; and

Whereas, Many other poor countries around the world have also found their economies crippled by debt payments that divert their national income from such things as healthcare, education, and housing, to servicing their international loans; and

Whereas, A portion of the responsibility for acquiring the debt lies with military governments, dictators, and small wealthy elites, who, in the 1970s and 1980s, diverted the loans to their personal gain, and who have now died or retired from office in comfort; and

Whereas, A portion of the responsibility for acquiring the debt also lies with our government and U.S. banks and other First World banks, governments, and multi-national lending institutions, which pushed loans that were often ill conceived, and based on self-interest or Cold War ideology rather than the best interest of the Third World countries receiving them; and

Whereas, Today,

1 . poor countries spend from four to six times more on debt service than they spend on public education and healthcare, and

2. on average, countries in sub-Saharan Africa spend 20% of their Gross National Products on debt repayments, and

3. by some estimates, for every $1 given in aid by wealthy countries, $4 is sent back by poor countries in debt repayments (Bolivia, for example, paid $32 million more to international creditors in 1998 than it received in new financial aid), and

4. many poor countries have already paid back the equivalent of their original loans, but due to their poverty, high interest rates, low export prices, etc., are now only able to make interest payments most years. They are not able to officially pay off the principle, and the damage to the countries' development as a result, falls most heavily upon poor people in those countries, who had no hand in the giving or receiving of the original loans; and

Whereas, Many places in Hebrew Scripture, such as Exodus, Leviticus and Deuteronomy call for periodic "Sabbatical" and "Jubilee" years, during which times debts were canceled, slaves were freed, land and property redistributed, and the land allowed to "rest;" and

Whereas, Isaiah the prophet proclaimed that God calls for a "year of the Lord's favor" in which the principles of the Jubilee would reign; and

Whereas, Throughout the Gospels Jesus speaks of the forgiveness of debts as a manifestation of our redemption, and in the Gospel of Luke, Jesus is portrayed as inaugurating his ministry with the proclamation that Isaiah's prophesy of the age of Jubilee would be fulfilled in the hearing of Christ's words; and

Whereas, A growing number of religious denominations and faith-based organizations, including the 1985 United Church of Christ General Synod, and the 198'*' Annual Meeting of the Massachusetts Conference of the United Church of Christ, have passed resolutions calling for the cancellation of Third World debt, and increasingly in terms of the Biblical principle of proclaiming a "Jubilee;"

THEREFORE BE IT RESOLVED, That the 200"' Annual Meeting of the Massachusetts Conference of the United Church of Christ calls upon the members and churches of the Massachusetts Conference to commit themselves to study and reflection on the theological and humanitarian implications of the growing international debt crisis and the Biblical teaching of Jubilee, through personal reading, group study, workshops, forums, and services of worship; and

BE IT FURTHER RESOLVED, That our churches and members be encouraged to actively support the international "Jubilee 2000" movement, which calls upon governments, banks, and lending institutions to write off these impossible-to-pay debts by the end of the year 2000, by such things as writing letters to Congress, the President, and the president of the World Bank, and by signing the Jubilee 2000 petition which is circulating the world, and by joining with other organizations such as Bread for the World, Jubilee 2000/USA, and Kairos/USA, and Oxfam/America which are actively working to influence governments.

Appendix B RESOLUTION ON THE ODYSSEY CHANNEL

Whereas, The Odyssey Channel was conceived and formed by the National Interfaith Cable Coalition whose goal is to make faith visible on cable television by exploring life's journey, engaging the human spirit, expanding the mind, and nourishing the soul; and because the Odyssey Channel has a policy of allowing: no on-air solicitation of funds; no attacking of other traditions; and no seeking to steal members from one another; and

Whereas, The Odyssey Channel is owned, in part, by subsidiaries of the National Interfaith Cable Coalition, whose membership has grown to nearly 80 national Protestant, Jewish, Roman Catholic, Eastern Orthodox, Evangelical and Pentecostal participating faith groups in its ten years of existence; and

Whereas, Odyssey has recentiy entered into a partnership with Hallmark Entertainment and The Jim Henson Company, two of the nation's premier production companies, thereby bringing to Odyssey substantial amounts of high quality, family-oriented, non-violent programming; and

Whereas, The United Church of Christ is a founding partner and current member of the National Interfaith Cable Coalition; and the UCC Office of Communication supports the Odyssey Channel 's mission statement; to nurture the spiritual needs of viewers and congregations; to respect the dignity of all people and build bridges of understanding; to promote the values of love, justice, reconciliation and hope; to introduce faith and values perspectives into public discourse; and

Whereas, The Odyssey Channel is a television resource that explores spiritual, religious, moral and ethical issues which impact the lives of all individuals and their families through programming that challenges, empowers, inspires, and entertains;

THEREFORE BE IT RESOLVED, That the 200* Annual Meeting of the Massachusetts Conference of the United Church of Christ urges its local churches and members in communities without the Odyssey Chaimel, to contact dieir local cable operators requesting: (1) full carriage of the Odyssey Channel in their communities; or (2) the reinstatement of the Odyssey Channel if dropped by their cable system; and

BE IT FURTHER RESOLVED, That the 200*^ Annual Meeting of the Massachusetts Conference of the United Church of Christ urges its pastors and local church leaders and members in communities without the Odyssey Channel, to request that local cable management provide:

1 . Surveys to determine what channels their subscribers want;

2. Sneak previews whereby audiences can preview Odyssey for a limited time;

3. Special one-time only programs, offered free of charge to the cable system, aired as space permits, and especially as the seasonal Christmas and Easter opportunities occur; and

BE IT FURTHER RESOLVED, That the 200"^ Annual Meeting of the Massachusetts Conference of the United Church of Christ urges United Church of Christ pastors and lay leaders in communities with the Odyssey Channel to:

1. Make members aware of the Odyssey Channel's presence, programming and value;

2. Encourage members to watch specific programs appearing on the channel;

3. Promote Odyssey viewing through newsletters, church bulletins, and pulpit announcements;

4. Campaign to include Odyssey in television schedules of local newspapers;

5. Address letters of appreciation to cable systems for their Odyssey Channel carriage and religious programming policy, thus ensuring its continued carriage; and

Appendix C RESOLUTION ON REDRESSING THE EFFECTS OF

1996 WELFARE LEGISLATION

Whereas, Jesus taught that the two most important commandments were, first, to "Love the Lord, our God with all your heart, with all your soul and with all your mind." And, second that "You love your neighbors as you love yourself." (Matthew 22:37-39); and

Whereas, Christ still comes to us in the "least of these" who are hungry, thirsty, strangers, naked, sick and in prison (Matthew 25:31-46) ; and

Whereas, We confess the profound suffering of our brothers and sisters and the degradation of Creation are too viewed with indifference and treated as irrelevant; and

Whereas, The National Urban League has estimated that implementation of the Personal and Work Reconciliation Act of 1996 (PWORA) threatens millions of children and their families with the prospect of homelessness, including, mentally and developmentally challenged children and victims of domestic violence; and

Whereas, The loss of benefits caused by the implementation PWORA will increase poverty, hunger and homelessness throughout our communities; and

Whereas, Second Harvest, the largest organization of food banks and soup kitchens has reported 21 million Americans each week depend on food pantries and soup kitchens for sustenance; and

Whereas, Massachusetts' two year time limit has deprived more than 12,000 families of benefits that have, until now, prevented them from becoming homeless; and

Whereas, The possible exemptions available to these families took no account of their situations, such as their lack of education and marketable job skills; and

Whereas, The number of families pushed into dire circumstances will increase as the Commonwealth deprives more and more families of benefits they need to meet their day to day survival; and

Whereas, The 21" General Synod of the United Church of Christ, in its resolution entitled Welfare Reform, declared that the "passage of the 1996 PWORA " to be "unconscionable; and

Whereas, That same resolution called upon its "local churches, associations, conferences and instrumentalities to become informed about the ministry opportunities created by the implementation of the 1996 PWORA," and

Whereas, It was further resolved that the "United Church Board for Homeland Ministries and the Office for Church and Society, local churches, associations, conferences and seminaries" should engage in "research to show how church members and churches can and do respond to these challenges and to complement, supplement and improve what is otherwise being done in the public, private and religious sectors of our society; and

Whereas, It was further resolved that "the Office for Church in Society and the United Church Board for Homeland Ministries" be responsible for "monitoring the implementation of this resolution" and to submit a report to the 22"^ General Synod in 1999; and

Whereas, The Office for Church in Society and the United Church Board for Homeland Ministries in responding to the challenges of the 2P' General Synod's resolution on Welfare Reform, have produced a number of documents and convened several forums around this matter, and participated in the formation of the United Church of Christ Welfare Working Group; and

Whereas, The United Church of Christ Welfare Working Group, has collaborated with groups and individuals concerned with and knowledgeable about welfare reform, both within and outside of the United Church of Christ, including the Family Income Division of the Children's' Defense Fund; and

Whereas, That collaboration has resulted in the legislative proposal entided 77?^ Right Balance: Helping Families Who Work to Escape Poverty While Preserving the Safety Net for Families with Children Unable to Support Themselves Through Work; {The Right Balance) ; and

Whereas, That proposal calls for federal legislative action to address three major problems;

1. Parents obtaining jobs from welfare typically receive wages that keep them far BELOW the federally established poverty level, and

2. Fewer families with multiple barriers to employment will be exempt from time limits than Congress originally envisioned; and

3. Children in families terminated from benefits suffer health, developmental, and educational problems; and

Whereas, The Right Balance would help make it possible for states to better respond to these problems; and

Whereas, The 199"' Annual Meeting of the Massachusetts Conference of the United Church of Christ, in its resolution entided "On Our Stewardship of Wealth," encouraged its member churches and individual church members to give welfare reform sjjecial attention and consideration;

THEREFORE BE IT RESOLVED, That the 200"' Annual Meeting of the Massachusetts Conference of the United Church of Christ:

L endorses and supports efforts to enact federal legislation that achieves the recommendations of "The Right Balance" promoted by the United Church of Christ Welfare Working Group; and

2. recommends that the 22"" General Synod invite the United Church Board for Homeland Ministries and the Office for Church and Society and their successor agencies to develop program resources that will enable the United Church of Christ, in national. Conference and local settings, to become effective advocates for the legislation called for in The Right Balance; and

3. urges the 22"" General Synod to recommend that Conferences and local churches of the United Church of Christ become knowledgeable about work being done on welfare reform in their communities and to lend moral, financial, and political support to those efforts that best provide impoverished men, women and children with training and fmancial assistance to help them achieve social and economic stability; and

BE IT FINALLY RESOLVED, That the 200"" Annual Meeting of the Massachusetts Conference of tiie United Church of Christ, supports the recommendation contained in "On Our Stewardship of Wealth", which asks its member churches to support the work of the Mass. Coalition for the Homeless' "Faith into Action Together" (F.I.A.T.) program and its efforts to address the housing needs of the citizens of the Commonwealth. It is further recommended that the Commission for Mission Development and Social Responsibility will report back to the 201" Annual Meeting of the Massachusetts Conference of the United Church of Christ on the work done as a result of this resolution.

Appendix D 2000 COMPENSATION GUIDELINES FOR

CALLED AND INTERIM CLERGY

(for use with Clergy Compensation Booklet available from the Commission on Leadership Development, MACUCC)

The 200di Annual Meeting of die Massachusetts Conference of die United Church of Christ, concerned with the growth of its churches and the compensation of its ordained leaders, recommends that all congregations meet the goals as oudined in Guidelines for Clergy Compensation. The guidelines apply to all full-time pastors, associates and assistants.

Because the pastor of a church is required by the Associations of the Massachusetts Conference, United Church of Christ to be a highly educated and trained professional, the salary and housing package for pastors

should be congruent with the compensation of other similarly trained professionals in the community. The total compensation package could be considered at least equal to that of the local high school principal, showing consideration for years of service, special skills and training, and natural aptitude. The federal tax structure is unique for clergy, and the compensation package should be designed in such a way as to maximize the pastor's income.

The work schedules and compensation packages of local pastors should be healthy for the pastor and for the church. That would require a balance of time spent in the church's ministry and time spent with family and friends ~ a balance of work and recreation, a balance of exercising the body and the mind, a balance of care of others and care for self.

Some churches, because of their smaller membership and/or financial constraints, may think that they are unable to provide an adequate compensation package for full time pastoral service. They are encouraged to meet with the Area Minister and/or Stewardship and Financial Planning Consultants from the Conference to review their situation. They may consider creative options, such as calling a part-time, bi-vocational pastor or sharing a pastor with another congregation in the area in order to combine resources to offer adequate compensation. A congregation should not expect a pastor to work fiill time for part-time compensation.

BE IT RESOLVED THAT THE 200TH ANNUAL MEETING RECOMMENDS:

1 . Churches pay a minimum entry-level cas h salary according to the following table for a ftiU-time pastor;

2. Churches provide either:

a. a PARSONAGE with a furnishings allowance, all utilities, and an equity development plan; or

b. a CASH PACKAGE sufficient to allow the minister to buy, furnish and maintain a median-priced house in the church's community; the minimum cash package shall be no less than 1/100 per month of the value of a median-priced home in the community; ( for example: if a median-priced house in a community is $150,000, the church's minimum cash package for housing would be $1,500 per month, or $18,000 per annum)

3. Full benefits and professional expenses be provided, as listed below; benefits and professional expenses are not to be considered part of the compensation package;

4. Churches already at or above the minimum and also fully providing all benefits and professional expenses as outlined in below give at least a cost of living increase and consider a merit increase also;

5. The work schedule of local pastors be a maximum average of 40-50 hours per week with no more than 3 evenings in a given week; in addition, pastors take at least IVi days off per week.

BENEFITS AND PROFESSIONAL EXPENSES

A. SOCIAL SECURITY ALLOWANCE

Since clergy are treated as self-employed for social security purposes, pastors must pay the current 15.3% on the cash salary plus housing allowance or on cash salary plus the fair market rental value of the parsonage plus utilities. Therefore it is recommended that churches pay 7.65% of the pastor's salary plus housing allowance or, where a parsonage is provided, 7.65% of fair market rental value plus cost of utilities for social security.

Tax law allows deduction of business expenses on Schedule A only after the minister has spent more than 2% of family adjusted gross income on such expenses. THEREFORE it is important that churches reimburse or pay direcdy all costs which the pastor incurs for "doing business" for the church, so that the pastor is not paying income tax for church expenses. These should include but not be limited to:

1. auto reimbursement - for use of personal car at IRS current rate of $.31 plus tolls and parking,

or an automobile provided by the church

2. professional expenses - all expenses incurred in attending meetings of the Association,

Conference, in participating in the wider church and community; subscriptions to religious and professional journals, etc.

3. continuing education

For reference, the following is an illustration of what is needed to find the POSITION of a pastor (salary, housing, AND benefits and professional expenses) for a minister with 12 years experience, receiving a mid- range salary, serving in a church with 150-300 members:

Then simply divide by the number of years it will take to reach the goal, and increase by that figure the annual compensation package over the 3-5 year period.

Appendix E RESOLUTION ON RESTORATIVE .lUSTICE

Whereas, Crime in our country is a great source of our misery, leaving victims with physical, emotional and financial losses, communities with fear, taxpayers with huge bills for law enforcement and corrections, and offenders and their families financially and emotionally disabled; and

Whereas, Ancient biblical principles of restorative justice focus on the need to make the victim whole again, while seeking also to repair the damaged community, and requiring restitution and reparations from the offender, with the state as arbitrator (Exodus 22:1-4); and

Whereas, Restorative justice principles are also found in the New Testament, with the pledge by Zacchaeus to make restoration followed by Jesus' response of approval (Luke 19:8-10) and the statement of Paul that as Christians we are involved in the "Ministry of Reconciliation" (II Corinthians 5:18-19, NRSV); and

Whereas, Restorative justice is a foundational principle of our civil court system and has proven to be financially feasible and is promoted in law schools such as Suffolk, and has been successful where it has already been used in resolving some criminal issues in our country today; and

Whereas, Our present "war on offender" system began in 1116, with Henry, the son of William the Conqueror, who changed English law from a restorative to a retributive system by making crimes offenses against the state, for which the offender is punished by the state, with victims, the community and the rehabilitation of the offender overlooked or incidental to the process.

THEREFORE BE IT RESOLVED, That the 200* Annual Meeting of the Massachusetts Conference of the United Church of Christ encourages our churches to struggle for an end to the retributive justice system as we know it and to working instead for peace (shalom) in our communities through restitution ( shillum) and recompense (shillem); and

BE IT FURTHER RESOLVED, That the 200* Annual Meeting recommends to the churches of the Massachusetts Conference of the United Church of Christ that restorative justice be studied as to its benefits to all citizens, and that churches help to educate citizenry, including children, and help to implement its principles in local contexts; and

BE IT FURTHER RESOLVED, That the 200* Annual Meeting declares its support for the statement of the American Bar Association in urging "Federal, state, territorial and local governments to incorporate publicly or privately operated victim-offender mediation dialogue programs into their criminal justice processes;" and

BE IT FURTHER RESOLVED, That the 200* Annual Meeting encourages church members of the Massachusetts Conference of the United Church of Christ to use their considerable volunteer experience and skills to the benefit of offenders, ex-offenders, victims, and the community in promoting face-to-face meetings between victims and offenders, negotiating restitution agreements for victims, and softening the effect on offenders and their families with participation in kindnesses (such as All God's Children Program of Essex Association), and assistance to the children of incarcerated parents so that they may remain in the parent's care until one or more parents can resume care following incarceration; and

BE IT FURTHER RESOLVED, That the 200* Annual Meeting requests the Commission for Mission Development and Social Responsibility of the Massachusetts ConJerence of the United Church of Christ to study ways in which Massachusetts law can be changed to promote restorative justice in the Commonwealth and compile and disseminate resources for use by local churches and make recommendations for action to tlie Annual Meeting in 2001.
